- Commerce, Industry and Technology Bureau - - Formulates policies in information technology, telecommunications, broadcasting, film services, innovation and technology, external commercial relations, industry and business support, intellectual property protection and inward investment promotion.

- Education Bureau - - Formulates, coordinates and implements education policies in Hong Kong.

- Efficiency Unit - - Reports directly to the Chief Secretary for Administration. Works with bureaux and departments across the government to identify opportunities for performance enhancement.

- Environment, Transport and Works Bureau - - Oversees policy matters on environmental protection and conservation, development of transport infrastructure, provision of transport services, traffic management, public works, water supply, slope safety and flood prevention.

- Home Affairs Bureau - - Promotes community participation in public affairs, and supports the development of the arts, culture, sports and recreation, preservation of cultural heritage and beautification of the environment.

- Narcotics Division, Security Bureau - - Formulates policy on anti-drug matters and co-ordinates anti-drug efforts in law enforcement, preventive education, research, international co-operation and treatment and rehabilitation services.

- Protocol Division, Government Secretariat - - Reports to the Administration Wing of the Chief Secretary for Administration's Office. Provides information relating to consular posts and officially recognised representatives, VIP visits, flags and emblems, precedence list, and honours and awards.

- Security Bureau - - Includes information on policy objectives, consultation papers, security and travel advice and press information.

- Sustainable Development Unit - - Facilitates the integration of sustainable development into new Government initiatives and programmes and in the community generally.
